In pay to play and freemium games, there needs to be a balance so that those that spend money on the game aren't given an unfair advantage over everyone else. In a pay to win game, this balance has been lost, making it impossible for people on a budget to get very far in the game. Because this is unfair to the players who play for free, the derisive term "pay to win" has come about.
If a game is commonly said to be pay to win, don't even bother starting it. That game won't be worth your time or money.
